Filer vs Non-Filer in Pakistan: What It Costs You (Tax Year 2027)
Most Pakistanis have heard the words filer and non-filer, but few know what the difference costs in rupees. This guide explains it in plain language: the full rate table, worked examples, and how a person gets on the filer list.

What is a filer, in one paragraph?
A filer is a person whose name appears on FBR's Active Taxpayers List (ATL) for the tax year. You get there by registering for a National Tax Number (NTN) and filing your annual income tax return. Registration alone is not enough — it is the filed return that puts your name on the list. Everyone else is a non-filer, and the Income Tax Ordinance charges non-filers sharply higher withholding tax on the same transaction, deliberately, to push people onto the list.
In Tax Year 2027 there is no separate late-filer rate: the FBR rate card has only two columns, ATL and non-ATL. You are either on the list or you are not.
The rate table (Tax Year 2027)
All rates below are from the FBR withholding tax rate card for Tax Year 2027 (updated 30 June 2026 under the Finance Act 2026, in force from 1 July 2026). Where a rate is a percentage, it applies to the transaction amount unless the row says otherwise.
| Transaction (section) | Filer (ATL) | Non-filer |
|---|---|---|
| Property purchase — buyer (236K) | 1.25% flat | 10.5% (up to Rs 50m), 14.5% (Rs 50m–100m), 18.5% (above Rs 100m) |
| Property sale — seller (236C) | 2.75% | 11.5% |
| Bank cash withdrawal (231AB) | Exempt | 0.8% on the part above Rs 50,000 withdrawn in a day |
| Profit on bank deposits (151) | 20% | 40% |
| Cash dividend (150) | 15% | 30% |
| Prize bond winnings (156) | 15% | 30% |
| Raffle / lottery winnings (156) | 20% | 40% |
| Vehicle registration (231B) — % of value | 0.5% to 12% by engine band | 3x the filer rate in every band (1.5% to 36%) |
| Vehicle transfer (231B) — fixed, first year | Rs 7,500 (1001–1300cc), Rs 25,000 (1801–2000cc) | Rs 22,500 / Rs 75,000 (same bands; reduces 10% per year) |
| Card payments abroad (236Y) | 0.5% | 1% |
One transaction has no filer difference: mobile and internet withholding under section 236 is a flat 15% for all subscribers. The 75% figure sometimes quoted applies only to specified persons under a Board order, not to ordinary non-filers — which is why it is not in the calculator.
Worked examples (same transaction, two bills)
| Example | Filer pays | Non-filer pays | Filer saves |
|---|---|---|---|
| Buying property worth Rs 10,000,000 | Rs 125,000 | Rs 1,050,000 | Rs 925,000 |
| Selling property for Rs 10,000,000 | Rs 275,000 | Rs 1,150,000 | Rs 875,000 |
| Buying property worth Rs 80,000,000 | Rs 1,000,000 | Rs 11,600,000 | Rs 10,600,000 |
| Bank profit of Rs 100,000 | Rs 20,000 | Rs 40,000 | Rs 20,000 |
| Registering a 1300cc car worth Rs 2,000,000 | Rs 30,000 | Rs 90,000 | Rs 60,000 |
| Withdrawing Rs 100,000 cash in a day | Rs 0 | Rs 400 (0.8% of the Rs 50,000 above the threshold) | Rs 400 |
Property is where the gap is widest: on an Rs 80,000,000 purchase the non-filer pays more than eleven times the filer's advance tax. And remember, 236K/236C are advance taxes — a filer adjusts them against the annual income tax return. Stamp duty, registration fees, and (on sale) capital gains tax are separate charges on top.
How does a person become a filer?
- Register for an NTN on FBR's IRIS portal. For an individual, the CNIC number itself serves as the NTN.
- File the annual income tax return in IRIS, declaring income and assets for the tax year.
- Check the ATL. After filing, your name appears on the Active Taxpayers List — check it on FBR's ATL portal or by SMS (the widely published method is sending your CNIC to 9966). If it shows Active, you are a filer for that tax year.
The process itself is free on the FBR portal; many people pay a tax consultant for help preparing the return. Confirm the current steps on fbr.gov.pk, as portals and deadlines change.
Common mistakes
- Using last year's rates. Older articles show bank profit at 15%/30% and property purchase non-filer rates as low as 2.5% — those are FY2025-26 figures, superseded by the Finance Act 2026. Always check the tax year.
- Thinking NTN alone makes you a filer. It does not. Only a filed return puts your name on the ATL.
- Expecting a filer discount on mobile load. There is none in Tax Year 2027 — section 236 is a flat 15% for everyone.
- Treating advance tax as the full cost. 236K/236C are adjustable advances, not the whole bill: stamp duty, fees and capital gains tax are separate.
- Assuming a late-filer rate still exists. The Tax Year 2027 card has only ATL and non-ATL columns; the old late-filer rule was omitted.
Source and date note
Rates in this guide follow the FBR withholding tax rate card for Tax Year 2027 (updated 30 June 2026 under the Finance Act 2026, in force from 1 July 2026), as reproduced in the published TY2027 withholding chart and cross-checked against multiple independent summaries of the same card. FBR itself notes that the Income Tax Ordinance prevails over the rate card if they ever differ. Verify the current rates at fbr.gov.pk before a large transaction, and expect this page to be reviewed at the next budget.
